THE PLUMBING FOUNDATION CITY OF NEW YORK INC.
What does a “spot check” entail?  Below please find DOB’s “Guidelines for Spot Check Inspections”:

1)	Inspector must have access to the job site

2)	Licensed MP or FS contractor or authorized rep must be on job site
A)	Licensee or authorized rep must have government issued photo ID
B)	If authorized rep, signed and sealed (S & S) letter from permit holder
C)	Alternate licensee from the same firm with appropriate ID and S & S letter is OK

3)	Approved, perforated plans (or clear copy of) must be on job site

4)	Safety first, do not inspect if unsafe conditions exist
A)	i.e.: unsafe trench, ladder etc.

5)	Work must be in accordance with the requested inspection, code and approved plans
A)	Work that is not finished is unacceptable
B)	Obvious violations are unacceptable
(a)	i.e.: plastic DWV piping on a commercial job (p102.2b)
C)	Installation exceeding the scope of work is unacceptable
D)	Work that is inadequate is unacceptable

6)	Work must be exposed or have adequate accessibility

7)	Tests:  Must be set up correctly at time of inspection.  Inspector is not required to wait 
for the entire time of test and results are self-certified by licensee or authorized rep on OP98

8)	Minor deviations from approved plans can be accepted at job site provided
A)	The design PE or RA can provide a S & S sketch approving the change
B)	The minor changes listed above are amended prior to sign off

9)	The inspection or test is not in sequence therefore unacceptable

10)	Work cannot be certified, therefore unacceptable
A)	Other agency S/O required, i.e. “Ansul”
B)	May only certify work for which you are licensed

11)	The workflow of the inspection should be directed by the Inspector, not the Contractor

12)	Use the Spot Check Objection checklist to record objections

13)	Use good judgment particularly with trade practices that may not be specifically written in the 
code.  It is understood that decisions made by the Inspector are at his discretion

14)	Use the supervisory structure, Assistant Chief, Chief, Executive Chief, in your unit, to assist 
you in Administrative, Operational or Technical issues
