In previous issues of the Pipecaster we reported on two specific problems of plumbing and fire suppression contractors--- the inability to obtain
a sign off because the PE/RA did not file an amended Schedule B to match the "as built" conditions
and why we had to pay expeditors, or in house staff, to travel to DOB just to renew expiring permits. Working with DOB we are pleased
to report that progress has been made.
Schedule B Deviations
Effective January 17, 2005 DOB will allow a sign off if the deviation from the Schedule B is a "minor variation" (see below).
If it is a DOB inspection, the inspector will note the variation in the handheld computer and if a self certification, the contractor must
note the variation on the OP 98. In either case, the job can get signed off without the PE/RA filing an amended Schedule B although the
approved plans must match the field conditions. If the deviation is not on the "minor variation" list, the PE/RA will have to
file a PAA in order for a sign off.
DOB Memorandum Defining Plumbing Work "Minor Variations"
Minor variations shall be located within spaces with plumbing fixtures established on approved plans. The Licensed Master Plumber
(LMP) shall ensure the adequacy of pipe sizing for the added load and all work must be code compliant.
Note: the addition or removal of fixture(s) cannot be in an unrelated open space like the cellar.
The following are considered minor variations of plumbing fixtures as relates to the Plumbing Fixture Count Fast Track Initiative:
- Any difference in fixture count on Schedule B, due to clerical or data entry errors, as compared to what is shown on the approved plan.
- The addition of sprinkler heads under PL work type, off domestic piping up to 30 heads total.
- The relocation of a fixture within a distance of up to ten feet from the original fixture, and within the same room, except in health care facilities.
- Roughing work relating to fixture differences, so long as it is within spaces with plumbing fixtures established in the approved plans as listed below:
Residential Space
- Kitchen - the addition or removal of a sink, in-sink garbage disposal unit and drinking fountain
- Bathroom - the addition or removal of a lavatory (common washbasin), toilet (water closet), urinal, and substitution of bathtub with stall shower or vice versa.
- Appliances - capped piping with uninstalled/disconnected dishwasher, washing machine, dryer, and BBQ grill.
Maximum: The maximum allowed difference, for any combination of minor variations, is up to 2 fixtures per dwelling unit.*
Commercial Space:
- Kitchen - addition or removal of a sink, in-sink garbage disposal unit and drinking fountain
- Bath/Rest Room - addition or removal of lavatory (common washbasin), toilet (water closet), and urinal (in permitted facilities).
- Utility Room/Space - addition or removal of a slop sink in janitor's closet
Maximum: The maximum allowed difference, for any combination of minor variations, is up to 2 fixtures per room.*
* If difference in fixture count exceeds maximum allowed, PE/RA will have to amend plans prior to sign-off.
Minor variation guidelines do not apply to the following work types:
- Gas (PL) - except as noted above
- Medical (PL)
- Fire Standpipe (SD)
- Sprinkler (SP)
