NEW DEP SEWER HOUSE CONNECTION RULE

The Department of Environmental Protection has asked us to advise contractors of a change in house sewer connection practices effective May 1, 2006 by publishing a letter from Magdi Farrag, P.E. Director of Engineering, Bureau of Water & Sewer Operations.

"In order to protect the integrity of City sewer system and to establish a standard procedure for connecting house sewer connections to the City sewers where there are no existing spurs, the following requirements will be effective on May 1, 2006:

New house sewer connections shall be made to existing sewers at spurs fronting the property. In cases where no spur exists or connection to an existing spur is not feasible, the connection to the existing sewer or drain shall be performed in accordance with the following requirements.

Use of Saddle on existing sewers without concrete cradles:

An opening shall be core drilled with an approved care drilling machine in the presence of a DEP Inspector to produce a smooth hole equal to the inside diameter of the house sewer connection. A tap saddle/tee shall be installed and be held in place by a mechanically tightened stainless steel strap an bonded to the existing sewer or drain with a quick setting two-part mix of epoxy that will harden in four (4) to seven (7) hours.

Use of a Dutchman on existing sewers with concrete cradles:

An opening shall be core drilled with an approved core drilling machine on the presence of a DEP Inspector to produce a smooth hole equal to the outside diameter of a Dutchman/Y saddle (short piece of pipe with belt), which shall be placed in the drilled hole and held in place with a quick epoxy setting two part mix of epoxy adhesive that will harden in four (4) to seven (7) hours."
