FOUNDATION CONGRATULATES LEONARD FARBMAN
At the March Board of Directors meeting of the Plumbing Foundation, Chairman Richard Farrell announced
the creation of the Leonard X. Farbman Lifetime Acheivement Award. Mr. Farrell stated that Leonard
started in the plumbing business in 1933 and held various leadership positions throughout his 68 years
in the industry. Among his positions, he served as President of the Association of Contracting Plumbers
of the City of New York, Inc., served for 33 years on the Master Plumbing Contracting License Board and
for 15 years on the Board of Directors of the Plumbing Foundation.,
Mr. Farrell went on to state that "Leonard is a good friend to his colleagues and serves as
an example of representing the 'best interests of the industry'. A fancy pen, gold watch, or other
material present would not be an appropriate remembrance of his work. Rather, we have created
the 'Leonard Farbman Lifetime Achievement Award' that will be displayed continually at the Department
of Buildings. It will be awarded periodically to a member of the industry who, although not currently
very active in a plumbing business, has served with distinction as a role model for the industry."
Joining Mr. Farrell in the announcement was Robert Ricco, the first Chair of the Plumbing Foundation.
Herbert Greenberg, the third person to serve as Chairman of the Foundation, was unable to be present
but expressed his congratulations to Leonard for all the good work he has performed.
MERCURY GAUGE BAN LAW SIGNED
On March 30, 2001 Mayor Giuliani signed a bill prohibiting the use of mercury gauges and the sale
of replacement mercury in the City of New York. The ban takes effect on September 30, 2001.
In addition, the law requires that the Department of Buildings promulgate rules no later than
July 30, 2001 defining what alternative gauges will be acceptable. Lastly, although, not part of the
bill, the utilities have agreed on a exchange/disposal program. Once available, the Foundation
will publish the dates and location of the program.
