DEP Procedurtes for Combined Service Lines
The Department of Environmental Protection has asked that we advise plumbing contractors on application
procedures for combined service lines.
"It has come to the attention of this office [Permitting and Connections] that plumbing
contractor's expeditors occasionally submit applications for combined water service lines
(fire/sprinkler and domestic service lines) without evidence of Department of Buildings approval.
Such submittals are primarily for combined for service lines with only a few sprinkler heads in the Building."
Please note that although other agencies and/or other Bureaus of DEP may treat such service lines as
domestic service lines, the Bureau of Water and Sewer Operations has treated such service lines as
fire/sprinkler service lines for many years.
Treatment of such service lines as fir/sprinkler service lines requires the following:
- Evidence of DOB approval
- Full size tap or wet connection (up to 4" service line size)
- Curb Valve
- OS & Y Valve as first valve within premises
- Mandatory inspection by DEP
Please advise your membership that permit applications of combined water service lines will not be approved
unless evidence of DOB approval is submitted along with the application.
For new buildings or major renovations for which DOB plan approval is required, a copy of the plan
approved by DOB showing the size of service should be submitted along with the application.
For existing buildings where a domestic water service line is abandoned and the domestic water supply is
to be taken from the fire/sprinkler service within the building without approval of plans by DOB,
a copy of a Department of Buildings ARA (alteration repair application) should be submitted along with
the application.
For new buildings or major renovations for which DOB approval is not required, a letter may be submitted
by a Professional Engineer or Registered Architect stating that the proposed fire/sprinkler and domestic
water service line has been designed in conformance with generally accepted engineering practices
and principles.
